From this BBC report in 2003 “A 10% increase or 2.5m extra homes are needed to push the UK housing stock to the average levels in Germany, France and Italy”.
And by 2011 the situation hasn’t improved.

The Metropolitan police are waging war on the homeless – by cracking down on those who “commit” the crime of rough sleeping. They also tried to close a soup kitchen in Croyden. Streets, after all, should be “safe for all” – so the homeless have to go somewhere else!
